Suspect identified in case of Duncanville woman fatally shot in apartment fire

As firefighters were attempting to put a fire out at an apartment complex, the victim was found inside with a gunshot to the head.

DUNCANVILLE, Texas — The Duncanville Police Department is investigating the death of a woman who was found shot in the head Monday by firefighters responding to a fire at an apartment complex.

Police and fire were called at about 6:06 a.m. Monday to a structure fire at 611 Oriole Boulevard, officials said. After arriving minutes later, firefighters entered the apartment where they found 55-year-old Regina Phillips.

Police immediately began investigating, and later arrested and charged suspect James Rias, 63, with murder.

Phillips was taken from the apartment when they found the gunshot wound in her head, officials said. Duncanville Fire Department medics pronounced her dead at the scene. Her family tells WFAA she’s worked for CPS for 19 years.

There didn't appear to have been any other occupants inside the apartment, police said, and this appeared to be an isolated incident without any risk to the public. 

The investigation is ongoing.
