NORTH RICHLAND HILLS, Texas — The North Richland Hills Police Department is mourning the loss of assistant chief Kevin Palmer.

“Kevin collapsed inside the Police Department while on duty Tuesday afternoon. CPR was administered immediately with the use of an AED and he was transported by the North Richland Hills Fire Department to Medical City North Hills Hospital. Despite the efforts of our first responders and hospital staff, he went to be with the Lord surrounded by his family and those who cared deeply for him,” the department said in a news release.

Palmer, who also served in the Air Force, had been with the North Richland Hills Police Department since February 2004. He was promoted to sergeant in 2012, lieutenant in 2018, captain in 2020, and assistant police chief in July 2023.

During his career, Palmer received more than 40 police service awards, the department said.

“Kevin will be remembered with fondness, respect and gratitude for his service and contributions to our community,” said North Richland Hills Mayor Oscar Trevino. “Throughout his career, he was recognized with numerous awards and commendations. He was a dedicated servant leader and cherished member of our community and Police Department who will be terribly missed.”

“Assistant Chief Kevin Palmer was such an integral person within our police department family it will be hard to think about him not being a part of our leadership team. Kevin was a truly incredible person in every part of his life and our department greatly mourns his loss,” said North Richland Hills Police Chief Mike Young.

Trevino directed flags at city facilities be lowered.

“As his final act of service, Assistant Chief Palmer was an organ donor. He leaves behind his wife, two sons, and all those who know and loved him. Please keep the Palmer family and his NRH family in your thoughts and prayers during this difficult time. Funeral arrangements are currently pending,” the news release continued.
