Dallas man sentenced to life in prison after found guilty of murdering his girlfriend's sister

ROCKWALL, Texas — The man involved in a Fourth of July shooting will be held responsible for his actions by being sentenced to life in prison.

On Monday, 36-year-old Keith Richmond was convicted of the 2022 shooting after a week-and-a-half-long jury trial, during which jurors heard testimony concerning the murder and aggravated assault of two North Texas women.

A jury found him guilty of both offenses.

Driving back to Dallas after spending the holiday boating in Rockwall, Richmond shot both of his vehicle’s passengers -- seriously wounding his girlfriend, Hayley Plouck, and killing her sister, Hillary Plouck. 

According to the District Attorney's Office, Richmond pulled off Interstate 30 highway near the Dalrock exit in Rowlett and pulled Hillary’s body from the car. After Hayley managed to exit the vehicle, Richmond sped away from the scene.

The DA's office says Richmond then drove to his mother’s apartment in Garland, where he showered and changed clothes. However, Richmond and his getaway car were spotted by Garland police officers which led to a foot pursuit, ending with Richmond in handcuffs.

Hillary was shot three times, including a fatal shot to the chest, according to the DA's office. She was later pronounced dead at an area hospital. Her sister Hayley was shot one time in the chest.

Richmond has two prior felony convictions, including murder back in 2008 out of Dallas County for which he was sentenced to 10 years in prison, according to the DA. The jury also heard evidence that Richmond was on bond out for a pending drug case at the time of the shooting and that he was directly involved in the crime of human trafficking. 

"We do not hesitate to act when violent offenders come across our county lines and victimize others, and we are not afraid to seek and give the maximum sentence to those who commit crimes. Criminals take notice," said Rockwall County DA Kenda Culpepper.
