HIV-positive Texas man arrested, charged with 3 sexual assaults; Police believe there may be additional victims in DFW, Houston, Atlanta

The Carrollton Police Department arrested 25-year-old Carlton Tambaoga on Feb. 12 and charged him with sexual assault.

CARROLLTON, Texas — A 25-year-old Texas man who was determined to be HIV positive has been arrested and charged with sexual assault, and evidence suggests there could be additional victims in the DFW metroplex, Houston and Atlanta, according to police.

The Carrollton Police Department (CPD) said it responded to a report of an assault on Feb. 11 after being contacted by a sexual assault survivor receiving treatment at an area hospital.

Twenty-four hours later, on Feb. 12, CPD said officers arrested 25-year-old Carlton Tambaoga and charged him with sexual assault. Tambaoga is accused of assaulting at least six different women, documents show.

Police said Tambaoga "was determined to be HIV positive," and he was in custody at the Denton County Jail. 

A 19 year old woman accusing Tambaoga of assault told detectives Tambaoga took her and another teenage girl to his Carrollton apartment in the 1800 block of East Frankford Road. According to court documents, Tambaoga gave them alcohol during the drive, and when they arrived at his apartment, he insisted that they take shots of alcohol before allowing them inside. One of the teenagers told detectives he asked for their cell phones. 

The court documents go on to describe injuries on one of the victims reported by doctors at a local hospital that are consistent with the sexual assault. They accuse him of sexually assaulting them inside his apartment.

The mother of two of his alleged victims released a statement to WFAA protecting their identities but said, "As a mother I want him held accountable. I am sick, angry, and scared for my daughters. This has affected their health and has affected them spiritually and mentally. We have yet another appointment at the clinic."

Each of the affidavits gives a similar description of Tambaoga's apartment and vehicle and detail that he sent the same picture of himself to multiple victims.

Police said an investigation suggests there may be more additional victims throughout the DFW metroplex, in Houston, and in Atlanta, who have not come forward. CPD said it is working to reach these potential victims as more evidence becomes available. 

Tambaoga's bond amounts to a total of $620,000, records show. Prosecutors consider Tambaoga a flight risk and asked the court that he surrender his passport if he's bonded out of jail. If he is bonded out, he would also be required to stay away from the victims and their families plus submit and pay for electronic monitoring.

"CPD recognizes that some survivors of sexual assault are understandably hesitant to contact police or do not want to file a police report; however, CPD urges all survivors to contact a local sexual assault program that can provide confidential assistance such as counseling services, advocacy services, medical referrals, legal services, and a variety of important support," the department said.

"CPD strongly encourages anyone who has been sexually assaulted to seek immediate medical attention, get tested for sexually transmitted infections, find support from a local sexual assault program, and contact the local police department or the police department where the assault occurred," the department continued.
