Former Springtown cop arrested again as indecency with a child case lingers

A one-time school resource officer in Springtown ISD has been arrested again as he awaits trial on a separate indecency with a child case.

WEATHERFORD, Texas -- A one-time school resource officer in Springtown ISD has been arrested again as he awaits trial on a separate indecency with a child case.

According to court records, Frank Carroll was arrested in April in Saginaw for allegedly getting into a woman's cell phone without her consent.

In February 2016, Carroll was indicted by a Parker County grand jury for indecency with a child by sexual contact involving a Springtown ISD high school student.

The student, now 19, spoke to WFAA over the weekend, saying she continues to be baffled that her case hasn't been brought to trial.

"Mentally, it's very hard," she said. "I have to prepare myself mentally to get ready to have through the trial and then it gets delayed again."

Her mother said Carroll should be locked up for what she says he did to her daughter when she was only 14 to 15, and a freshman at the high school.

"She wants to put this past her and push forward, and it's just lingering," said the mom.

Assistant District Attorney Jeff Swain said a trial has been scheduled for July.

According to the Weatherford Democrat, which first revealed the latest arrest, Carroll has a long history of behavioral issues with women and girls.

He is no longer an officer with Springtown police.

Requests for comment from his attorney weren't immediately returned.
