My friend and I witnessed this yesterday afternoon while shopping at Sam Moon Center on Harry Hines. An officer and a security guard appeared to be shooting the breeze inside the door of Sam Moon's.
I kept an eye on the car while my friend did her shopping. The vehicle was there for approximately 40 minutes. That doesn't include the time it was there before I arrived.
The parking lot was not full of cars. There were plenty of parking spots available.
I thought a handicapped parking zone was OFF LIMITS to anyone except for handicapped people with the tag or sticker...including police officers.
There was no emergency anywhere in sight.
