Police say they acted within procedure when not responding to burglary call

The 911 call sheds light on why officers weren't dispatched on a burglary call in Fort Worth. A spokesman said Thursday officers would have been dispatched if a store owner had only made it clear he was actually "watching" a burglary as it happened.
