Unanswered calls to 911 prompt Dallas review

Kelvin Crowe needed help. After a car crash Saturday night, he called 911 four times in a ten minute window. Yet he never got an operator. Something went wrong, but the mayor of Dallas says it was not a problem with the city's 911 center.
