LIBERTY COUNTY, Texas A Houston-area woman faces charges after yer twin two-year-old nieces were found locked in a room nude and without food Saturday morning, Liberty County deputies said.

Amy Castillo, 27, is charged with abandonment/endangerment of a child, while charges are pending against her sister, Brandy Dominguez, 20, the mother of the twins.

Investigators said that at 8:55 a.m. sheriff's office Cpl. Michael Strait was called to meet federal probation officers after they had gone to the residence on County Road 2283 near Cleveland to check on Dominguez, who is on pre-trial release for a human trafficking charge.

Dominguez was not at home when they, arrived but Castillo was, and she let the officers enter the home.

The officers said they heard scratching coming from a door leading to a bedroom. With Castillo's permission, the double-locked door was opened and the officers found the twins in the room. But Dominguez says there is no double lock on the door.

'They were not dressed; they were in a diaper,' Dominguez said.

Both girls were nude and did not have any food or toys, officers said. Strait said there was only one blanket on the floor and the room smelled strongly of human waste.

'Their beds got broken, but I'm in the process. When you're a low-income family, you can't really do much. I don't even know what to think right now. My cousin hand-made these dresses for them for Halloween. They're going to be twin Cinderellas for Halloween, and now I don't get to take them,' Dominguez said.

Child Protective Services took the children away.

'What's hurting me the most is, I wasn't here and it's not my fault and I'm being punished. My girls are being punished for something they didn't do,' their mother said. 'They're going to a place where they don't know anybody. Don't know their schedule. [Child's name] is allergic to several things; they don't know that. They don't know that they like to watch 'Tarzan' and 'Little Mermaid.' Their milk has to be chocolate milk.'

Dominguez wants her children back.

'They are miracle babies. I had cancer and I couldn't get pregnant,' she said.

Liberty County EMS was summoned to the scene and checked the girls' physical condition, which appeared to be satisfactory. Child Protective Services was contacted and they will do a case evaluation on the disposition of the twin girls.

The Sheriff's Office is in the process of preparing a case to forward to the District Attorney's office for possible charges against Dominguez.

Cleveland is 45 miles northeast of Houston.
