In November, 2007, the Railroad Commission of Texas directed all natural gas distribution utilities to replace all known prebent service risers. Over the next 24 months the Atmos Energy Mid-Tex division replaced over 109,000 prebent risers at a cost exceeding $50 million.
Currently, Texas Railroad Commissioner Michael Williams has advocated a statewide rulemaking which would require the replacement of natural gas steel service lines. That decision has not yet been made by the commission.
Since acquiring the Mid-Tex natural gas distribution system in 2004, Atmos Energy has invested more than $740 million to improve the safety and reliability of this system. To date, the Mid-Tex division has replaced more than 51,000 steel service lines, and we currently have 52 contract crews specifically dedicated to performing this work. We are replacing, on average, 500 steel service lines a week.
With safety as Atmos Energy's top priority, we fully support all initiatives which strive to make our currently safe natural gas systems even safer. We will continue to work with the Safety Division of the Railroad Commission and the cities we serve to develop and implement an effective and efficient program for replacing these steel service lines.
