We are taught water freezes at 32-degrees, but it can stay in a liquid state even after temperatures reach below freezing.

That is possible when the sun comes out and heating up the cement. Even though the temperature may be 20-degrees, the ground temperature can be warmer. So you can have water even though the air temperature is below freezing.

Wind chill has nothing to do with the freezing of water.
