The City of Dallas adopted a new, $2.8 billion budget Wednesday.

Part of that includes replacing 600 obsolete computers at the city's central library as well as the 27 branches.

The budget also restores $1 million for new materials, but friends of the library system say Dallas still lags far behind other major cities in library spending per citizen.

Dallas City Councilman Philip Kingston heads up the committee for arts, culture, and libraries, and he stopped by News 8 at 4 to discuss the issue and the improvements.
