FORT WORTH — There is new information on the shooting of a woman at Texas Motor Speedway.

The wrong man may have turned himself in.

A stray bullet hit Jill Moss as she cooked inside her RV in November.

The Fort Worth Police Department is reviewing new evidence.

The day a stray bullet hit Moss, finding the shooter was like looking for a needle in a haystack; .50-caliber bullets can travel for miles.

Then, the next day, a man came forward saying he was target shooting when it happened and thought he might be responsible.

"We've had a man come forward and say 'hey, look, I'm willing to accept responsibility that was a round from my rifle and I thank him for that,'" said Mel Moss, the victim's husband.

Mel Moss was there when a stray bullet struck his wife's arm.

At first, he thought there was an explosion, then he saw the bullet hole in the roof.

"Her arm will never be the same again. She has a hard time even brushing her teeth," Mel Moss added.

The next day, a man contacted police, saying he had been target shooting with his 50 caliber rifle in the area, at the time of the accidental shooting.

But on Tuesday, that same man called Channel 8 saying a detective informed him a ballistics test cleared him of responsibility.

The Fort Worth Police Department tells us the test was inconclusive and confirms he is not being charged in Tarrant County.

"Now, there are others out there that need to man up," said Mel Moss.

He is still offering a $3,000 reward for tips leading to the arrest of the shooter responsible.

Fort Worth police tell us the rifle owner who stepped forward may still face deadly conduct charges in Denton County because that's where he was when he fired the rifle.
