'P-Card' scandal among costs revealed in DISD budget

DALLAS – Trustees for the Dallas Independent School District got the news the district dreaded. It’s a stinging 126-page report card – the long awaited financial audit from Deloitte.

“I think the findings are jaw dropping,” said Allen Gwinn, a vocal critic of the DISD audit. “This validates what a lot of us critical of the district have been saying.”

Among the findings in the audit, poor recordkeeping, accounting errors, sensitive computer data is at risk, and federal grants were not fully spent.

In addition, the document revealed the district’s costs of the infamous P-Card scandal. An internal district review shows taxpayers will have to spend $4.2 million to $7.4 million to clean up the mess after dozens of district employees misused DISD credit cards for their own personal use.

The multi-million dollar figure is the first time the public has gotten a true picture of the scandal.

“They concentrate on spin and other things to try and make the district look good instead of trying to make the district be good,” Gwinn continued.

Despite the criticism in the audit, Gwinn said the very fact the board commissioned such a harsh review reveals some inside DISD are interested in changing the district.

DISD is making changes. It has a three year plan in place to fix what the audit revealed.
