Another kiosk problem pops up in Dallas

DALLAS - Another kink has arisen in relation to the installation of one of the big round ad kiosks that continue popping up around Dallas.
CBS Outdoor, the advertising company that installed the kiosk, may need to rip it out from a sidewalk because it doesn't measure up for handicap accessibility.
Inches matter to Steve Carlson, a board member of Dallas' REACH, which is an advocacy group for the disabled.
In his 16-inch-wide wheelchair, passing by the kiosk on Lemmon Avenue is a close call.
“A chair can go out to 22, 24 inches and then my legs are tucked under," he said. "If the legs were out, like a lot of people have them, I just don't think you could get through there without scraping.”
The kiosk is one of 150 CBS Outdoor is placing around Dallas after making a contract with the city. The city gets up to $34 million over 20 years in the deal.
But the kiosks turned controversial after they started popping up on sidewalks outside downtown.
Although federal law requires 36 inches of sidewalk clearance, the city code for the past year demands 48, according to David Cossum, the assistant director of Development Services.
“If it does not comply, CBS will have to move the kiosk to bring compliance at that location," he said. "Or if they can't, it will just have to be removed.”
A CBS Outdoor spokeswoman said the city approved the location, but that the company will inspect the kiosk and take it out if it doesn't meet code.
“You just wonder how somebody could come out here, do this and ... it doesn't occur to them that that might be a problem,” Carlson said.
City records indicate CBS Outdoor has 33 kiosks left to install.
Advocates for the disabled say they will be watching closely.
