Row over University Park pavement

A turf tug of war is taking place in University Park.
One woman, one sidewalk and one repair job that's not quite up to par, according to inspectors.
It's a sidewalk standoff that's sent Jennifer Culbertson to court once a month for the last five months.
"They've pushed me to my limit," she says.
She's already had the panels in front of her home raised, leveled, re-cemented and sanded.
Still, the city of University Park says it's not good enough.
"The intent is to make the city's sidewalk safe for every pedestrian, and it is," said one of her neighbors.
Even Culbertson's mailman who knows a bit about sidewalks wrote a letter to the city supporting her.
"Her sidewalk is the same as everybody else's sidewalk, no problem," said Doyle Armstead, a mail carrier.
The sidewalks aren't pristine in any neighborhood, including University Park. Here's an entire panel missing from the sidewalk right in front of city hall. Granted, there's a renovation underway, but this is well outside the barricade.
Just a block away, we found deep cracks and crumbling and panels jutting over others.
The city has a program which splits sidewalk repair costs with homeowners paying more than $130,000 for sidewalk work - since 2005.
But it requires replacement, not patching.
"Simply because over time, be it a year or three years, often times the repair won't last, if its a patch, and they will if its a full square," said Steve Mace, University.
"Anytime you just put concrete over existing concrete, it's considered a patch," K.D. Napper, contractor.
At a meeting Friday, it looked as though code enforcement officers would compromise.
But when we showed up, the decision was suddenly delayed.
"I'm not going talk to you, I have no comment," said Harry Persuad, code enforcement supervisor.
So the sidewalk showdown continues.
"I've got another court appearance on Wednesday," said Culbertson.
