AUSTIN – A former West Texas juvenile jail official charged in a sex abuse case has been freed on bail.

Ray E. Brookins, former assistant superintendent at the West Texas State School in Pyote, was indicted Tuesday on charges of improper relationship with a student and improper sexual activity with a person in custody. He had been jailed in lieu of $100,000 bail after being arrested at his Austin home.

He is one of two former Texas Youth Commission employees charged in the sex abuse scandal that has upended the agency.

John Paul Hernandez, the former principal at the school, remained jailed in Ward County in lieu of $600,000 bail.

Attorneys for the men could not be reached for comment.
