Dallas' new homeless shelter enacts curfew, id rules

Dallas' new homeless shelter has added a curfew and identification procedures to deal with overcrowding at the facility.

Allegations of problems at The Bridge were outlined in a recent letter to the shelter's top official that said the facility "operated in crisis mode" without a "clear line of authority."

The letter, from Joel John Roberts, chief executive of PATH Partners, a California-based company that until recently provided social services at the center, also said overcrowding was in part because of people who preyed on the homeless and set up "illegal markets."

His letter also questioned the accuracy of security checks at the shelter's entrance and suggested "some security guards were accepting pizza and drinks from known drug dealers."

Mike Faenza, president and chief executive of the Metro Dallas Homeless Alliance, which runs The Bridge, said criminals who prey on the homeless come with the territory. But he said most have moved on.

The alliance has terminated its contract with PATH Partners.
