CORINTH

Lockhart official hired

to fill city manager seat

City officials have lured Lockhart's longtime city manager to take over Corinth's day-to-day business beginning Nov. 6. Dallas native Clovia English, 53, accepted the position Tuesday and formally announced her resignation in the Central Texas city of Lockhart, where she had been for seven years. Ms. English would be the first person to sit permanently in the Corinth city manager's seat since the council declined to renew Ken Seale's contract in 2004. She has a bachelor's degree from the University of North Texas and a master's degree in public administration from the University of Texas at Dallas. She worked for a decade in the private sector before beginning her career in public service as a crime analyst for the city of Garland. She also worked for the cities of Carrollton and Plano.

Council votes for group

to run homeless center

The Dallas City Council voted Wednesday to designate a local organization to run the city's planned homeless assistance center. The Metro Dallas Homeless Alliance will be in charge of the social service center and raise private funds to help with the city's operating costs. The vote allows homeless czar Mike Rawlings to move ahead to hire a director for the facility scheduled to open in early 2008. Council member Bill Blaydes voted against the measure after raising concerns that Dallas taxpayers could end up paying for homeless clients from other cities. Mayor Laura Miller said she would ask Mr. Rawlings to appear before the council at a future meeting to answer such questions about the center. The homeless alliance is a group made up largely of social service providers that has secured millions of dollars in grants to Dallas to address homelessness.

HALTOM CITY

Report: Baby in sitter's

care died of overheating

Eight-month-old Brittaney Stembridge died from hyperthermia or overheating while at a baby sitter's home in July, according to the Tarrant County medical examiner. The official cause of death confirms the preliminary report released last month. The baby sitter, Jayne Lynn Stephans, has been charged with two counts of injury to a child and one count of child endangerment. She is being held at the Tarrant County Jail in lieu of $225,000 bail. She told police that she placed Brittaney and another child in her closet and covered them with a blanket to make them stop crying. The other child, a 10-month-old girl, was treated at a local hospital and released. Ms. Stephans had turned off her air-conditioning that day, according to court documents.

SOUTH DALLAS

2 men sought in death of

29-year-old at carwash

Police are searching for two men who fatally shot a 29-year-old man at a South Dallas carwash known for criminal activity. At 10:40 p.m. Tuesday, Corrien Washington of Dallas was standing outside his Range Rover at the carwash at Marburg Street and Malcolm X Boulevard when two men tried to rob him, police said. After shooting Mr. Washington, the assailants ran away. Mr. Washington died at Baylor University Medical Center. Police said that the carwash, which is about a mile from Mr. Washington's home, has been a problem for police because of the open-air drug dealing and assaults that routinely occur there.
