Dallas architecture firm HKS has won the design contract for 151,000 square feet of medical and mental health treatment space at the Dallas County jail at Industrial Boulevard and Commerce Street.

Kevin Bailey, a vice president for HKS, estimated construction costs at $39 million, including security upgrades and a consolidated screening center.

The downtown facilities are being added to meet federal standards.

HKS plans to finish the design of the project in June 2009, Mr. Bailey said.

Construction would begin in September 2009 and last about 24 months, he said.
