News 8 witnessed at least a half dozen transformers exploding, cutting power to hundreds of residents.
The Louisiana National Guard was deployed, with soldiers carrying automatic weapons and driving Humvees. There's a heavy police presence as well.
The impending hurricane didn't seem to have much impact on the spirit of Bourbon Street. The party was still going on, with some bars still open, blasting music — but no customers to be seen.
This city was hunkered down on Tuesday night. Many citizens stayed behind, but New Orleans appeared to be largely deserted.
No one was out on the streets; everyone was preparing for a very long night.
The worst of Hurricane Isaac was not expected to move over this city until early Wednesday morning.
