A new Pentagon report says the military does not intend to give Purple Hearts to victims of the mass shooting at Fort Hood.

It was prepared in response to legislation filed by Central Texas Congressman John Carter.

The report says it would change the nature of the decoration, traditionally given to those wounded in combat.

The authors say it could also interfere with the prosecution of Major Nidal Hasan whose trial is set to begin May 29.

Thirteen people died in the attack; 32 more were wounded.
