GALVESTON - A smiling dog owner was arrested and charged with animal cruelty after his dog was left in a hot car and died.

Bill Omer, a 23 year old from Houston, was on Galveston Island for the 4th of July holiday.

Neighbors said they saw him drive up to Avenue S near the Seawall and yell that his friends left his animal inside the vehicle.

“He said that they were at the bar right over here,” recalled Amanda Harding. “He said his friends left it in the car while they were at the bar.”

Harding made the 911 call.

“He was yelling at the dog, ‘get up, get up, stop messing around,’” Harding said. “You know, it’s obvious it just happened. He’s not going to get up.”

Galveston police said they believe the 1-year-old blue pit bull was in the car for more than an hour and died of heat exhaustion.

Neighbors said they don’t understand why Omer was smiling in his mug shot.

“He looks crazy,” said Butch Shuttleworth. “I’m sorry, he does. He looks crazy to me. I mean, look at him. He thinks he did something right.”
