A bill requiring Texans to show photo identification before voting passed the Texas House on Wednesday. That sets the stage for a showdown in the senate.
Lawmakers debated the bill for more than 11 hours in Austin.
The bill has been controversial since Governor Rick Perry fast tracked the bill in January.
Democrats said the bill will hurt minority voter turnout.
"This bill is a personal attack on minorities, this bill undermines every civil rights movement, the work of every civil rights leader, and most of all every minority in this state," said Rep. Armando Martinez, D-Weslaco.
There are a handful of differences between this bill and one approved last month by the senate.
A committee of leaders will work out those differences, and then send it on to the governor who is expected to sign it into law.
