DALLAS — Eight percent of North Texans are out of work, but a Democratic gubernatorial candidate says he has a plan to change that.

Farouk Shami outlined his economic plan during an appearance in Dallas Tuesday morning. The Houston hair care mogul says he will use state funds to create 150,000 new jobs.

"I want to open a solar panel factory in every poor community through the state," he said. "We will install the solar panels on homes, and guess what? We don't want any dollars up front."

Shami said the solar panels will pay for themselves over a few years, but critics say he's been short on specific details of the proposal.

Shami faces former Houston mayor Bill White for the Democratic nomination.
