The deal, which was to be announced at a news conference Monday afternoon, heralds the start of what could be the most significant effort in years toward overhauling the nation's inefficient patchwork of immigration laws. President Barack Obama has the rare chance to act on bipartisan agreement on a top issue while other matters, like gun control and addressing the massive deficit, get stuck in a deeply divided Congress.
