More and more cities are banning or instituting fees on plastic bags at stores.

Four cities in Oregon are considering a ban on plastic bags. At least 10 other cities and counties have banned plastic bags since 2008.

But the U.S. lags far behind other countries.

China, Ireland, Italy, Rwanda, and India are just a few places that have succeeded in banning plastic bags in the majority of their states, cities, towns and provinces.

China's plastic bag ban has saved the country more than 1.6 million barrels of oil and has reduced plastic bag usage by 66 percent.
