NEW ORLEANS — Late Tuesday afternoon, Hurricane Isaac was already churning the waters of Lake Pontchartrain and causing minor flooding along Lakeshore Drive in New Orleans.
The spectacle attracted dozens of people who chose to stay put as the storm approached.
