IRVING – Almost eight years after the Dallas Cowboys played their last game in Texas Stadium, the Irving City Council is working with developers to turn the site and surrounding land into high-end townhomes, apartments, restaurants, retail and commercial office space.
The project – known as Irving Planned Unit Development #6 – was revealed in detail during a city council work session on Wednesday.
"It is about imagining a totally new center of activity," said Irving Economic Development Director Scott Connell. "It is something we looked at and explored the best way to see long-term development there."
Eight tracts of land make up the 1,001-acre development which includes the 80-acre stadium site, the old trucking depot on Hwy. 114, and land from the University of Dallas among others.
The entire buildout on all eight tracts calls for “9,201 new residential units to be constructed, with the majority of these units (8,897) within mixed use residential buildings. It is anticipated that development of the site would be able to sustain 20,500 jobs in approximately 12.7 million square feet of employment space,” according to a 71-page proposal the city created.
Some townhomes and high-end apartments “would have panoramic views of the Trinity Greenway and downtown Dallas in the distance,” the city’s document explained.
“The city already has approved the first project, 96 single family homes on property previously owned by the University of Dallas,” said Meribeth Sloan, Irving’s Communications Manager.
Redeveloping the other tracts could begin as early as next year if the land owners are in a position to move forward, said Scott Connell, Irving’s Economic Development Director.
The actual site of the old Texas Stadium, which is owned by the City of Irving, will be both office space and up to 1,500 mixed use housing units.
“The tract may include up to 3.5 million total square feet in employment uses, split between retail, office, hotel and other non-residential uses,” the document added.
But council was told on Wednesday that it will first need to spend $77 million dollars to prepare the land for development by making upgrades to water, sewer and drainage infrastructure along with changes to gas and electrical lines and streetscape improvements.
Next month, city council will consider creating a Tax Increment Reinvestment Zone, which would create incentives for developers to make those infrastructure improvements, said Connell.
The 1,001 acres are situated sitting between Dallas and DFW Airport. It’s a highly traveled area, as well, at the interchanges of Highways 114 and 183, Loop 12 and Spur 482. An estimated 380,000 vehicles pass it every day, the city said. DART’s Orange Line has one stop there and a second one is in the works.
The redevelopment could be a game changer for this eastern side of the city.
For years, the land has been vacant and underutilized as Irving had been unable to attract investment to this corner. American Airlines was even rumored to have been offered some of the land recently when it was looking for a new headquarters site but decided to remain in Fort Worth.
The project is part of the Imagine Irving Comprehensive Plan which is set for adoption by council on Oct 13.
