In Texas, the system for stopping teachers who have sex with students from being passed from school to school is broken, a News 8 investigation has found.

When teachers resign because of sexual allegations, superintendents' offices are supposed to notify the Texas Education Agency. That does not always happen. Why?

Investigative reporter Charlotte Huffman has been looking for answers for months, digging into records and talking to school officials, victims and accused teachers.

The result is a series we're calling "Passing The Trash." It's a phrase educators themselves use to describe the practice of allowing troubled teachers to resign quietly, and move along to other districts.
