Starting Wednesday, the Collin County town of Prosper will be under a "Stage 2" Drought Response Plan.
The goal is to reduce water usage five percent.
Outdoor watering will not be allowed from 5 a.m. to 8 a.m. and from 10 a.m. until 6 p.m. daily.
The town will restrict non-essential water use such as street cleaning and operating fountains.
