PLANO — The city of Plano may have to raise property taxes again to balance next year's budget.

On Wednesday, Council members learned about a plan to increase the property tax rate by 3 percent. The proposed increase equals about $14 more, on average, per homeowner.

Other plans include eliminating a human resources position, offering no raises for city staffers, and delaying hires for Fire Station No. 13.
