He said "no" to paying off former Dallas mayor pro tem Don Hill. Now he's suing in civil court.
Bill Fisher of Odyssey Residential Holdings is seeking millions from developer Brian Potashnik.
It's the first civil suit connected to the City Hall Corruption case.
Fisher refused to pay bribes to in exchange for his support for tax credits for low income housing.
Potashnik got those tax credits instead, and later pleaded guilty to bribery.
