DALLAS - The city of Dallas made changes to the rules for watching the fireworks show at Fair Park. The changes created problems for some families who showed up for the fun.

Officials said 25,000 people packed the Cotton Bowl for the annual show.

The fireworks show started early for some when the the new rules created frustration. Strollers were not allowed inside the stadium because of fire codes.

One woman was escorted out until she parked her stroller outside. Parents could leave the strollers, but there were no check in points.

So parents had to decide if they wanted to take a chance and leave the stroller outside at their own risk or watch from outside the stadium.

"i didn't know about it at first, but once they announced it, it deterred us from going inside," said fireworks watcher.

It is estimated that 7,000 people sat outside the Cotton Bowl even though they were told the best view was inside the stadium. Trees and buildings have blocked the views in the past.
