DALLAS - A plan to build a streetcar system from downtown Dallas to Oak Cliff is getting on financial track.

Before the city can access needed federal funds, it must show it can operate the streetcars for the next 30 years with local money.

To do that, the Dallas City Council will vote Wednesday to dedicate revenue from special taxing districts downtown and will also ask DART to shift some funds.

The Oak Cliff streetcar system is scheduled to begin operations in 2013.
