Dallas ISD chief open to performance-based pay for execs

DALLAS — In his second of 10 community meetings, Dallas Independent School District Superintendent Mike Miles told 100 people gathered at Kimball High School that he wants to raise salaries for teachers and principals, but hold them accountable while earning a higher income.

Among the questions he answered from the audience in the hour-long forum Wednesday night was: Why not implement the same pay-for-performance concept with the district's highest earners at district headquarters?

It was an idea first floated by board president Lew Blackburn and first reported in The Dallas Morning News.

"You may not know I suggested to the board that the superintendent be placed on 'pay-for-performance,'" Miles said, "not a bonus or incentive pay, but pay-for-performance."

Blackburn recommended cutting executive salaries by 25 percent and letting those cabinet members earn it back based on their annual performance.

It would be voluntary, he added, but anyone who refused might not get future raises.

Blackburn said he has not yet crafted this idea into a proposal for the board to consider. He said he is still waiting to discuss it with trustees and the superintendent himself.

But Blackburn told News 8 he has already heard from constituents through e-mails and texts who say the concept makes sense.

"I think the message is, all of us need to be held accountable," Miles said. "If we're going to work for the district, we need to be valued... but we also need to be held accountable."

Miles said he's open to the concept, though he does not know specifics of Blackburn's idea.

The board will discuss it for the first time at its briefing on December 13.
