There weren't any seatbelts on the passenger seats of the charter bus that crashed Thursday in Irving.

The U.S. Department of Transportation doesn't require them, despite recommendations from the National Transportation Safety Board.

Former Chief Council for the U.S. Department of Transportation Brigham McCown joined News 8 at 10 Thursday to talk about why the government doesn't mandate seatbelts for passengers on buses, and what stands in the way of making that happen.
