Plano-based JCPenney may be in financial trouble, but not its Chief Executive Officer.
   
Ronald Johnson tops the Dallas Business Journal's list of highest paid North Texas public executives.
   
He reportedly made $53 million in the last fiscal year.
   
Finishing a distant second was Irving-based Exxon-Mobile's Rex W. Tillerson with nearly $35 million.
