HALTOM CITY -- A father was charged with making a terroristic threat Monday after he threatened to blow up a bomb at the apartment of a babysitter who he claims hurt his child.

At 3:29 p.m. Monday, Haltom City police responded to Cook Children's Medical Center in reference to a child allegedly injured at the babysitter's apartment in the 5700 block of N. Beach Street.

The child's father, Javier Payan, 29, of Watauga, became upset when he learned of the situation and said he was going to the babysitter's apartment, according to a Haltom City police news release.

Payan was met by police when he arrived at the apartment complex. He refused to get out of his vehicle and allegedly threatened to discharge a bomb. Police evacuated part of the complex while negotiating with Payan.

The father eventually surrendered an no weapons or explosive devices were found. Payan was arrested and charged with making a terroristic threat.

He was still in jail in North Richland Hills Tuesday morning on a $5,000 bond, but was expected to be making bond shortly.

The babysitter, whose identity was not released, was also arrested and is in custody with charges pending.
