JUST IN: Dallas County is planning to declare an emergency during a special meeting at 4:30 p.m. The governor's office has asked the county to accept more than 4,000 evacuees fleeing Hurricane Gustav if necessary.
WEATHER UPDATE: The National Weather Service says clusters of strong thunderstorms are popping up around North Texas. Most storms are moving northwest at 9 mph. Very heavy rainfall, brief street flooding, isolated hail and wind gusts to 50 mph can be expected.

Gustav regains hurricane strength
The Category 1 storm has top sustained winds of around 75 miles per hour, and is still on track to hit near the Cayman Islands, Cuba, and later, somewhere along the Gulf Coast.
