Rockwall Harbor has serene views, wildlife and allows boaters like Tom Smith to opt for the waters rather than the roads.
“They really do make it accessible for people in boats because what you like to do on a hot summers day is fish all morning and then go to the movies,” he said.
Now, the city is forking over $950,000 to add up to 30 boat docks. The move comes during tough economic times, when groups like the Rockwall Boys and Girls Club may come to a close by the end of the year.
“We're going to have to spend at least half that amount to do the minimum we have to do in order to sustain the docks and to keep them safe in all wind conditions,” said Mayor Bill Cecil.
For Smith, it's a safety and access issue.
“On a windy day, it's hard to even stand up,” he said of the shaky docks.
But, critics like Mireily Lewis call it wasteful spending.
“I think it’s ridiculous," she said. "I think the Boys and Girls Club, they would need it more.”
But, the mayor said the area attracts so many businesses and people it practically pays for itself.
He said the docks complete the plan to bring the lake and the community together.
